Summary:碩士 === 國防大學管理學院 === 資訊管理學系 === 98 === The total numbers and amount of project related to information service outsourcing (ISO) have been tremendously increased. According to the survey of Gartner Company, the global total amount of ISO is about 324 billion US dollars in 2009 and will be estimated to 1000 billion by the end of 2014. In Taiwan, the ISO amount is about 27.7 billion in 2008 and still increasing every year. To effectively identify, analyze and manage those possible risks occurred to ISO, so that the benefits of ISO can be achieved, we study a military unit that responsible for the typical military ISO jobs. We start by conducting a literature survey about ISO risk structure to collect the possible categories and items in each category. Delphi method is applied afterward. First, we present the survey results to the experts and ask their opinions using questionnaire to modify the risk structure to better fit the features of studied military unit. Next, the experts assess each risk item’s possibility and severity with three scales — 1(Low), 2(Medium) and 3 (High). Finally, we pinpoint those risks that rank highest with in the product of possibility and severity scales (9, in this study), and then write the standard operating procedures (SOP) as a guide to handle risk managements.
