The project of the rebuilding old quarters for military dependents is the most import Program of the Administration. To raise the reconstructions fund is following up the policy of ‘Realization and Buying an estate’, that is to sold lands marked on the Old Military Dependents' Village General List , none-use military compound and reconstructed commercial premises by tendering other then the fiscal year public budget directed by the government. Directing the special budget herein as the "Reconstruction Foundation" is to carry out The Military Dependents' Village Rebuilding Project.
However, due to the recession of the Taiwan area, the price of raw material fluctuates dramatically and the cost for construction becomes higher and higher. All these factors are impacting the real estate market. Then selling the large scale land become difficult and the reconstruction found raise could not reach its normal level. Therefore, delaying of the reconstructions is an inevitable result. And few of the construction contractors could not handle the quality of their constructions or prolong their building schedule without reasons, thus cause the military dependents have a negative viewpoint and be suspicious toward the Military Dependents' Village Rebuilding Project. The number of pleading case increased and damaged the image of the Administration. Those are the reasons why the tasks of Military Dependents' Village Rebuilding become more complex and high demanding.
As the knowledge economy era combined with digital and internet technology booming has coming in this century, project management become necessity in modern enterprise and government organization. Its academic position had gained approval from business administration study. The project management is initiated by the demanding for the science management. Throughout the long period exploring and practicing, project management had build up its own scientific system with high efficiency. Not only do possess the systematization theory but also combine with goal directing, flexibility, resource by dynamic allocating, efficient management and visible tools. As to distinguishing feature, project management could support the large-scale and complex task, provide safety on highly uncertain condition and maintain the efficient management in one-term task without integrity experience. Nevertheless, project management is a professional management science with integrity resolution and the ability for strategic plan.
In the virtue of complexity and diversity of the military dependents' village rebuilding, this task face dramatically social and economic change and long-term uncertainty among building process. In order to accommodate such condition, project management is the best application to the military dependents' village rebuilding management. The reconstruction process will be speeded up and the goal of this project will be achieved with the least delay
This article would probe into on procedures of the Military Dependents' Village Rebuilding. With the guidance of the international project management scheme and the flow path, PMBOK2008, it would be reformed the Military Dependents' Village Rebuilding Project and accelerated the time line in reconstruction procedure. The most highlight is responding the military dependents’ expectation. Also, this research could be a reference among the relative departments for the policy management. With the knowledge base of the Military Dependents’ Management and information system, the military dependents’ village rebuilding would be more efficient in operation and experience transmittal based on this research in the near future. Hopefully, this article would be a database for the future development of the military dependents’ village rebuilding in order to promote the efficiency of the construction.
