Taiwan also follows this trend and has enacted the Standard operation procedures since November 2008; however, only two hotels were accredited until May 2010. This implies that promotion for green hotel was not effectively implemented. The purposes of this research were to explore: 1. Delivery status and difficulty assessment on accreditation criteria; 2. Driving forces and barriers affecting the willingness of adoption; 3. Needs of education, training and consulting by the hotel industries. This research used mail survey method. Questionnaires were sent to all registered hotels in three counties, Ilan, Hualien and Taitung from Feburay to May 2010, valid questionnaires were152 hotels and total respond rate is around 38.6%. This research hopes to provide references for better promoting green hotel policy and improving the current program delivery process. The results briefly described below: 1. In the surveyed samples, ratio of winning awards, planning green marketing strategy, establishing environmental division and setting green vision into management plan was very limited. 2. Sources of green hotel information came from county’s environmental protection administration; but a few hotels fully understood it. 3. The hardest achieve green hotel criteria categories are related to “green purchase” and “hazard material management.” 4. Only the criteria “provide one-time use bath supplies only under request” was perceived as sever, the majority of criteria were perceived as incline to sever. This implies the degree of acceptance toward eco-labeling is not high among the hotel industry. 5. Hotel must keep their devotion and enhance implementation on more green practices to fulfill the requirement of many green hotel criteria enlisted. 6. Half of 26 barriers listed in the questionnaires were rated as “important,” nine barriers belong to external factors. 7. All the 21 driving forces surveyed were rated “strong,” and could be assembled into four categories: governmental policies, finance, external stakeholders and internal stakeholders. 8. Eleven among twelve needs under survey including training, consulting and assistants are craved for the accredit giver, environmental protection administration to fulfill. 9. Environmental management and energy conservation strategies are two most needed environmental education curricula. 10. Statistic test shows that variables such as locality, room numbers, staff position, awareness of green label, award history, green marketing adoption, environmental sectors, and green visions can result in significant different on the valuation of degree of severe of criteria and degree of achievement. In final, this research proposes that improvement of both content and procedure of accreditation criteria, supplementary devices and incentive measures for adoption, green consumption movement, and environmental education program for hotel management are key to the success of the green hotel accreditation system.
