Although deep seawater (DSW) was called “inexhaustible”, it can also be helpful for energy production, aquaculture and business. However, during the development of industries large amount of wastewater discharge, produced from usage of natural resources, may cause severe environmental impact on groundwater, river and coastal marine ecology. Those are very important issues and cannot be ignored by government and industries. This study discusses and analyzes the status of deep sea water industry and the existing system of pollution control. It also discusses the ecological risk assessment with domestic and international relevant decrees and cases, and the feasibility of value (amount) diffusion model to provide some policies and suggestions for prevention of pollution in deep seawater industry. Developing park should strictly implement relevant domestic laws and norms, and operating park should also strengthen the system of pollution control by ecological risk assessment to find out the reasons and make specific management goal, and to assess the level of impact by using value (amount) diffusion model to prevent and minimize the developing behaviors which cause the bad impacts on environment. In the other words, the government should establish mechanism for long-term monitoring of coastal environment and water quality to control the change of coastal water quality, environment and ecology. If any violation is observed, the government must take appropriate steps to protect the coastal environment from destruction. Deep sea water is 200 meter under the surface of sea water. It produces large amount of brine after extract by the desalination process. Brine discharge may affect the environmental factors including sodium, heavy metals, suspended solids and chemical substances. In this study, we found that after processing deep sea water by desalination equipment salinity concentration was higher than that in normal seawater. Deep sea water through desalination equipment treatment, salinity of about 40.39-‰.The concentration ratios can be changed by parameter adjustment. As seawater has strong corrosive property; it can easily corrode the heavy metals from the equipment and piping after prolonged use and, hence, increase the concentration of heavy metals in wastewater discharge. The government has to set pollution prevention strategy, including the development of deep sea water industry applicable emission standards and management for the deep sea domestic industries. The government should promote R & D and provide benefits for zero discharge system in deep sea water industries. The government has to assist in the development and counseling of new technologies for brine reuse and then establish reference document of the best available techniques. The government must promote R & D and counseling strategies such as cleaner production technologies and implement them for effective prevention and control of pollution incidents in order to achieve environmental, economic and social sustainable development goals.
