For public welfare, many facilities are indispensible and need to be established. However, these facilities might become a threat to the near resident’s living environment, mental health, and physical health. To eliminate the oppositional attitude, the government could apply policy tools, which are certain means that were used to accomplish certain goal, and to reach the goal of establishing NIMBY facilities. Substation is a typical energy NIMBY facility, and the near residents are usually against of its establishment. To explore the effectiveness of policy tools, three policy tools were applied in this article. These policy tools are: risk reduction program, informative program, and economic incentive program. Twenty participants were drawn randomly from the Sinchen Township which is near the Hua-Gang substation. It is an equivalent time series design experiment. Five tests were done and three policy tools were applied through the experiments. One-way ANOVA of repeated measures were used to analyze the result. The result indicates that the policy tools could effectively reduce the oppositional attitude of the participants toward substation, and enhance their trust in Taiwan Power Company.
