VANET can be used to transmit emergency events and promote driver safety. Also, it can be used to report current traffic information such that drivers know which traffic road is dangerous and congested. In this paper, we propose a routing protocol in vehicle-based DTN. The network topology is time-varying. There are no existing communication paths between a pair of nodes, so messages are transmitted by an way called store-and-forward mechanism in DTN. However, it is difficult to design a new routing protocol which has high delivery ratio and low latency in this kind of environment. We propose a new routing protocol called Copy-Control Epidemic Routing (CCER) in vehicle-based DTN. CCER can adaptively control the opportunity of message replication and largely filter out those nodes that are unsuitable to be relay nodes. Finally, the results confirm that no matter in rural or city environments, CCER has good performance on delivery ratio.
