Therefore, cloud computing services which have high service availability, flexibility, scalability and cost-effectiveness are increasingly important. In this study, the professional literature databases in the United States were used to retrieve the number of cloud computing-related documents and imported them into Logistic model to investigate the development of cloud technology life cycle. Above all, in addition to exploring the development of Taiwan's cloud industrial situation, this study used the technology forecasting to bring up recommendations for Government's cloud computing policy. The research results showed: (1) Cloud technology from 1996 to 2007 was in the initial stage, mid-2007 began the growth stage. The current period is in the growth stage for the cloud technology. 2012 is in the technology life cycle stages of the turning point, technology will gradually turn into matured. After 2016, the technology will reach saturation. (2) In the view of national cloud industrial competitiveness, the statistics of the number of literature showed that the United States has 30.4%, British has 10.9%, mainland China also has 9.7%, Japan and South Korea are within the top ten grades.
