Then, it would analyze issue development from the perspective and viewpoint of interaction relationship between Public-Private Partnerships, and the public and private sector as well as the third sector will be reckoned as the primary participants, making us the network relationship. Hence, the partnership relationship of the public and private sector is resorted to as the principal axis, probing the difficulty and resistance and factors of impact within the interaction relationship of Public-Private Partnerships. As such, it can have examined the cooperation relationship and factors of success for the Public-Private Partnerships, and put forth conclusions and suggestions, hoping to render the development of interaction relationship between Public-Private Partnerships with more comprehensive and all-embracing principles. As a result, it should help to demonstrate such positive and aggressive functions and enhance its effects. This study has employed qualitative methodology, and based on in-depth interview as its primary methodology. In addition, it is further assisted with literature analysis to achieve its research objective, in the hope that it can appreciate the development network for the reuse of deserted space as applied by Public-Private Partnerships on Pine Garden of Hualien, and offer related authorities as reference on the employment of policy and project formulation in subsequent days. It is, therefore, desired that it can have achieved the following three objectives: It will base on the joint Public-Private Partnerships theory to explore the reusing process for deserted space within Pine Garden of Hualien, and the problems and coping measures taken as confronted by the public and private sector, and the third sector in their interaction. Then, it would appreciate the application of Public-Private Partnerships onto the operation model for the reuse of deserted space under the actual context and current policy of Pine Garden of Hualien. It would then provide related suggestions to government and other authorities as reference for future cooperation model. As a recapitulation of results and discussions from this study, we have thus concluded that every participant during the process of Public-Private Partnerships is given such active function role-play of significant importance. Through internal network and the accumulation of long-term and interplay with the external l environmental, in addition to the tremendous support from the government, they have largely enhanced the policy-implementation performance and management competence of government. We have also realized that it is crucial to establish strengthened public partnership relationship in order to achieve policy objective. On the part of the government, it should work to nurture confidence from the public and private sector, and intensify to integrate resources from pubic and private sector, and establish cooperation and partnership mechanism through critical links as appropriate management measures and evaluation before win-win scenario can be created.
