The quality of the organization depends on how to operate the major property, “personnel”. When organization facing the moments of inner and outer environment changing, utilize the effective technology could engender the members to identify their organization, and stimulate service-oriented organizational citizenship behaviors. It is an issue that deserves the consideration to service organizations. This research is based on the discussion of the first-line employees who contact the users directly, about what they think of the difference between the relations of organizational change, organizational identification, and service-oriented organizational citizenship behaviors; and the difference between different employees. We adopted the method of questionnaire survey to proceed the research, we released 451 questionnaires, and retrieved 394 replies, with 20 invalid replies removed, the total amount of effective questionnaires are 374. During the research, we used SPSS 12.0 statistical data analysis procedures, the methods of statistics include: Descriptive Statistics Analysis, Reliability Analysis, Analysis of Variance and related analysis. After our examination and analysis we found: There are partially significant differences in the population statistic variables of basic workplace employees of Taiwan Water Corporation (age, education, service experience, salary standard) in organizational change, organizational identification, and service-oriented organizational citizenship behaviors. There are partially significant positive relations in the population statistic variables of basic workplace employees of Taiwan Water Corporation (age, service experience, salary standard) in organizational change, organizational identification, and service-oriented organizational citizenship behaviors. There are significant positive relations in each factor structure of organizational change and organizational identification in basic workplace employees of Taiwan Water Corporation. There are significant positive relations in each factor structure of organizational identification and service-oriented organizational citizenship behaviors in basic workplace employees of Taiwan Water Corporation. There are significant positive relations in each factor structure of organizational change and service-oriented organizational citizenship behaviors in basic workplace employees of Taiwan Water Corporation. There are significant interaction effects in each factor structure of organizational change and service-oriented organizational citizenship behaviors in basic workplace employees of Taiwan Water Corporation. We established the structure and the evidence result based on this research, and proposed several advices for management practice and subsequent research.
