The communications of Telematics have two typies: roadside to vehicle communications(RVC)and inter-vehicle communications(IVC). Then, we decided to choose the WAVE platform, which supported by many international standard agencies and governments. However, the WAVE platform lacks for privacy protection mechanisms now, and it probably leads to leakage of personal privacy. Therefore, we propose a Hierarchical PKI architecture which adopts the short-term certificate and adaptive priority mechanism to develop an Effieient and Privacy-Preserving system(EPP-System). Finally, we found the EPP-System which can not only to achieve anonymity and anonymous authentication but also to avoid non-efficient problem by using secure and efficient evaluation nethod.
