First, we use the Battese, Rao & O’Donnel (2004) metafrontier production model to measure the efficiency that compared with these regions, and analyzed the influencing environment factors. Then we use Chen & Yang (2008) and Chen, Huang & Yang (2009) generalized Metafrontier Malmquist Productivity index (gMMPI) to find out which factors influence the productivity growth, the empirical results show as follows. These regions are independent regions. On average, group technical efficiency of Europe is 0.5362, the America is 0.4339, and Asia-Pacific is 0.3408; The technology gap ratio (0.5845) of America is significant higher than Europe (0.5132) and Asia-Pacific (0.3408). The metafrontier technical efficiency (0.2763) of Europe is significant higher than America (0.2763) and Asia-Pacific (0.1675). According to the productivity analysis result, technical efficiency change (TEC) is the main reason for the growth, and the average annual growth is 1.2064, PTCU and PTRC analyzed results the average are over to 1, mean that it goes beyond the existing technical level, which showed that the bio-industry has growth continually.
