First, it aimed to explore the contents of physical education. Second, it aimed to describe the concepts of leadership of physical education. Third, it analytically constructed the educational indicators of physical education leadership. Two times of focus group interviews are used collecting views about leadership of physical education in junior high school. The members of focus group include teachers, administrative staff and principal in junior high school. Expert validity survey provide follows of construction of educational indicators of physical education leadership, and its include seven index level and forty-four indicators project. Conclusions of this study were as follows: 1. The contents of physical education in junior high school include educational life of fun learning activities. 2. The specific tactics of physical education leadership exists all over the school-based education. 3. The index level of educational indicators of physical education leadership in junior high school are vision and development level, administrative structure and performance level, curriculum planning and implementation level, participation in organized activities level, facilities support and management level, health maintenance level, and construction of self-assessment mechanism level.
