In the past, Taiwan agriculture development was protected under government policies by high tariff duties and high subsidies. Pursuant to WTO member’s agreement, Taiwan progressively reduces tariff duties and proceed tariff rate quota on important agriculture products. Taiwan agriculture products are gradually transformed to a perfect competition market structure, and facing the low cost imported products of extensive production. In 2007, Doha Development Agenda reopened to further negotiation that mean the agriculture contentions are coming to a consensus. In 2010, government new agriculture policy will encourage agricultural globalization, and signed ECFA memorandum to have further cooperation with China in 2009. Otherwise, Taiwan government agreed U.S.A. beef with bone and organs in order to restart the TIFA negotiation. We can observe that Taiwan agriculture will face larger competitive market impacts. To present, Taiwan already the member of WTO for seven years, this research disuses the agriculture production level and structure change effects to inspect further government development policy by analyzing Import-Export Quantity and Value, Quantity and Value of Farm Products& Agriculture added Value, and Agriculture Cesus Data. Taiwan agriculture, small-scale production with high cost, definitely requires further transforming and production structure adjustment in order to have a sustainable agriculture future.
