The policy maker in the past always makes decisions according to his own subjective experience or intuition in case selection and work designation, which is usually unable to use resources effectively. Furthermore, he might unfortunately make an improper decision. This research considers the mode of rt-mix cement production, storage and transportation and develops an optimal model for the policy maker making a best decision to gain the greatest profit for the company. The scope of this research is based on the new-contracted projects. When the correlated constraints changed, this model would be able to adjust parameters to evaluate and analysis accordingly at any time to get an optimal solution. This research model is based on integer programming. As for the way of solution, we use LINGO 7.0 software to get an optimal result for each case. In order to verify the applicability of the model, we take a project of one rt-mix cement plant as a test. The test result compared with the result based on experience and assignment by intuition is obviously better. Therefore, this model can be used to solve the problems of production, storage and transportation of a rt-mix cement plant to assist a policy maker to make an appropriate and optimal decision.
