In the beginning, the research consulted many reference resources, and I decided to use Dr. Cheng, Cheng-Nan and Dr.Tang, Da-Chen’s “Five-Pointed Diamond Model” Model to analyze industrial competition, and I will confirm the research aspect according to our country industry develop circumstance; then I will explore Taiwan photovoltaic solar industry development factors via expert poll analysis by DEMATEL. After the interview with experts and to figure out the rationality of the data, it will give some advice to the industry for its future development in the end of the research. The result found the main impact factors are “Demand Conditions” “The Support from the Government” and “Related and supporting industries”, the impacted factors are “Factor Conditions” “ The Industry Structure and the Strength of Competition”. Finally, I realized the “Government Support” is the most important factor to let resources to invest in. Because of the references, demonstration and experts interviews, I made a conclusion as follows: 1. To force to pass” Renewable Energy Development Rules” and to set into solar industry favorable proposed law. 2. Constructing completed industry development system. 3. To build new energy national planning. 4. Constructing solar products quality control system and to verify the service of module testing. 5. Taking advantage of the China’s enormous market. 6. To intensify the R & D and open up the solar equipment. 7. Making an advice as concrete reference resources to the government to construct a completed and unrestrained supply chain, especially when it plans to develop the industry.
