However requirement planning in a cross organizational context is very difficult. The Taiwanese government wants to develop a industrial innovation park in middle Taiwan, and organized a project based on several industrial research organizations to plot the plan jointly. The information requirement planning of the industrial park is extremely difficult due to the heterogeneity and complex relations among the participating organizations. This study analyzed the dynamic process of the planning projects using Ackoff’s systems perspective. The results and suggestions are also discussed.
