Summary: | 碩士 === 國立暨南國際大學 === 東南亞研究所 === 98 === Foreign workers from the Southeast Asia (Southeast Asian workers) comprise the largest group of foreign workers introduced into Taiwan, totaling nearly 370,000 people. Despite their considerable contributions to the Taiwan society, the foreign worker channeling and management policies and the personal issues of the workers have posed potential social problems. How to effectively control crimes is therefore the major problem at stake for the government. In this study, with the police authorities as the main body and through questionnaire surveys and empirical analysis methods and adoption of the open interview method, the Southeast Asian workers who had committed crimes were interviewed. Then, with the assistance of related crime control theories, the three concepts including ground level control, specific level control, and hazard level control were addressed to explore the types of Southeast Asian worker-specific crimes and their development trends. And the opinions regarding the crime control measures of the attribute-specific police officers were compared. Finally, based on the study findings, the study aimed at establishing a set of Southeast Asian worker-specific social security maintenance measures for reference of the police authorities
In view of the Southeast Asian worker crime problem, the study findings show that the police agencies have adopted the following measures: implementation of the patrol and checks, intelligence, important policy propagandas, setting up of surveillance cameras, establishment of personal information, and taking into consideration the social security condition within jurisdiction. Based on the study findings, the following suggestions are proposed: (1) enhance effective inspection capabilities; (2) attach importance to intelligence related to foreign workers’ social security; (3) implement foreign worker crime control; (4) effectively set up surveillance cameras; (5) implement the social security maintenance system for ground level control; (6) establish foreign workers’ personal information for effective identification; (7) analyze the foreign workers’ crime areas within jurisdiction; (8) establish relevant counseling and consultation channels; (9) adopt suitable dismissal measures and monitor referral situations; (10) offer appropriate pre-departure assistance; and (11) effectively establish the foreign worker social security maintenance system.
This study probed into the Southeast Asian worker-specific social security situations by providing pioneering and effective crime control strategies so that the police authorities’ mission planning and operations will truly reflect the demands of the foreign worker crime trends and that this study will contribute positively in helping the government agencies solve Southeast Asian-specific crime problems.
