Ireland and Taiwan all had been colonized in the past. The key factors of Irish higher education development are discovered by the methodology of cultural and historical factors analysis in comparative education. Before independence of Ireland, the Irish higher education's development was mainly affected by monarchy and Catholic Church robs. After the founding of Republic of Ireland, development of Irish higher education had been driven by market-oriented recommendations made by Government and of international organization. Taiwan can refer to the development of Irish higher education as following: 1.Taiwan can refer to decentralization operation of Irish higher education administration. 2.Binary system of higher education structure of the Irish experience in National Territory Strategy can be a reference to Taiwan government. Keep attention to future trend of binary system of higher education. 3.Partnership with the policy participation can be a reference for Taiwan government. 4.International professional consulting can be a reference for Taiwan higher education policy. 5.Regional integration and interchange can be a reference for Taiwan to promote international policy of higher education. 6.National Framework of Qualifications can be a reference for Taiwan to promote lifelong learning.
