Under the trend of globalization, APEC's main issues have gradually extended to category of countering terrorism and health security in recent years, in addition to other main issues related to economic developments of region, global trade liberalization, and contributions among APEC and WTO, which are set during its initiation. APEC's guideline of open regionalism makes it capable of existing and co-opting with EU and NAFTA in the world of its. APEC's operations are based on the principles of consensus and voluntary. By means of open dialogue and equal respect for the views of all participants, APEC procures to advance common interests and achieve mutual benefits. The perspective of the thesis is based upon historical institutionalism that quotes T. Veblen's ideology. It includes three concepts, using institution for analytic unit, holism of methodology, and historical transition of institution. In addition, the thesis also proceeds historical construct method and reference probe method, and thus attempts to find out significances of the guideline of open regionalism for APEC. To summarize, there are four parts of the thesis. First, describing researching perspective of the thesis--historical institutionalism. Second, trying to systematical understand dynamic intensions of open regionalism under globalism vs. regionalism, Asian-Pacificism vs. East-Asialism vs. Aseanism, and developments from PBEC to PECC. Third, the significance of open regionalism unrolled in APEC's characteristics and issues. Finally, future challenges of APEC.
