Under the authoritarian rule by Kuomintang (KMT), local factions within the system through the power of “patron-client relation” relationships, enjoy the local political power and economic interests of the privileged. And the KMT exchange their political loyalty with Monopoly power, to strengthen the rule of the authoritarian regime basis. In 2000, Democratic Progressive Party (DPP) took national power, based on relevant theory; the KMT lost the resources for local factions. For that, the KMT and local factions will inevitably have an impact and influence the relationship. This study discusses about Yunlin County as a case study used document analysis and interviews of political power after 2000, when the relationship between the KMT and local factions has changed. Yunlin County has long been the southernmost tip of the pan-blue forces, but the 2005 county elections, the DPP entered the county government, changing the good relations Kuomintang between the KMT and local factions. This study investigated the origin of local factions and its organizational structure in Yunlin County. This article intends to explain what the role of the KMT play after 2000 election and how local factions have evolved during 10 years. The research found that, after two national elections (2000, 2008) and local elections (2005), the relationship between local factions and political parties in Yunlin has no longer inseparable, and the elections has accelerated the divisions and contradictions in the local factions. Meanwhile, local factions of the Democratic Progressive Party also come into being, which must impact on the relationship between the KMT and local factions.
