From the redevelopment of district space, the research brings up conversion ways of urban space, which have been popular in some foreign countries, to serve as the ways of making space redevelop, as well as infuse the concept into the redevelopment of base study. Because of the roles of a cultural district and life community, the future development of site should consider the two roles to meet the users’ demand. The research is to discuss what kinds of space the cultural district and the life community have to provide to bring activities and in the unused space, what conversion behavior can be encouraged in the district to provide the space the users need in the district. By providing places, it can attract users so as to bring about activities and create consumption behavior. Furthermore, it can achieve the effect of blocks revitalization. From the angle of conversion, if we want to make the space redevelop, we not only have to provide certain spaces to satisfy the users, but also make relevant control and incentive policy to let the conversion condition fit in with the goal of district development. Therefore, the research brings up some conversion cases of Japan and the USA, relevant control provisions and incentive policies, and explains that establishing a policy can effectively promote conversion behavior. It also hopes that it can be referred to in the district space plan of Taiwan in the future.
