碩士 === 國立成功大學 === 企業管理學系碩博士班 === 98 === The reuse of unused spaces in Taiwan has mainly followed the cultural policy. The local residents’ expected and actual perception on the reuse of unused spaces are important factors for successful policies. The objective of this research is to realize the executive effect on the reuse of unused spaces policy through investigating the unused spaces policy, and opinions of the actual executors’ and the residents’. This research makes adjustments in the PZB Model and brought up the four gaps as hypotheses. Using the Pier-2 Art District as a case, this research explores whether the four gaps exist. In addition, this research combines the resident’s degree of value and satisfaction with the I.P.A. to realize the implementation of the reuse of unused spaces policy. Research methods include literature reviews, in-depth interviews, and questionnaires with 242 effective samples. Using Product-Moment Correlation, Analysis of Variance, and Paired-Samples T Test as tools, the conclusion are summarized as below: The four gaps exist. There is a difference between “the importance of the reuse of unused spaces for the local residents” and “the key points of the reuse of unused spaces policy”; there is a difference between “the key points of the reuse of unused spaces policy” and “ the actual executors’ performance in the reuse of unused spaces” , where “Empathy” and “Development” have the greatest difference; there is a difference between “the actual executors’ performance in the reuse of unused spaces” and “the local resident satisfaction to the reuse of unused spaces” , where “Empathy” and “Reliability” have the greatest difference; there is a difference between “the importance of the reuse of unused spaces for the local residents” and “the local resident satisfaction to the reuse of unused spaces”, and both of two have a significantly negative correlation , where “Tangibles” has the greatest difference.
