The big event in Mumbai of India in 2008, Lashkar-e-Toiba, awakes the world and brings the issue of terrorism to the center of attention. In 2009, the U.S. government of Obama announced a new policy, Afpak strategy, toward South Asia. The strategy is the corporation between U.S., Afghanistan, and Pakistan. However, the new policy is not effective. Because of the continuing conflicts in the border of Afganistan, the terrorist activities in Pakistan have become more and more active. The corporation between Taliban and Al Qaeda and the policy of Pakistan government elevate the threat to the peace in South Asia. Besides, there are four countries which want to become the dominate power in South Asia: U.S., Russia, China and India. Even though each of the four countries attempts to control the terrorist activities in South Asia, there are, so far, no effective solutions due to their competitive status.
