It is due to crisis of agricultural trade liberalization and climate change, strategies for industry transformantion are eagerly needed. Since the biotechnology implication is the future trend of new agriculture, it is generally considered that using biotechnology in agriculture will be the key factor in the future development of the agriculture. For the agricultural biotechnology industry, it belongs to the long–term, high risk investment, and technological intensive. Therefore, potential entrepreneurs hesitate to make decision. The government of Taiwan has to make policy to encourage to investing. Entrepreneurs must possess the ability of opportunities recognition and resources to make the competitive advantage. This study focuses on the relationship between the ability of entrepreneurs and the strategic entrepreneurship in resource-based theory. It uses questionnaire survey to collect data and interview with 10 agricultural start-ups. Finally, the results show that the degree of customer knowledge, strong tie network and alertness can influence the recognition of entrepreneurial opportunities. And the innovation and entrepreneurship are easy implemted for cross-disciplinary entrepreneurs in the industry of agricultural biotechnology.
