In order to strengthen the bio-tech pharmaceutical industry, there must be a strong enough support from the bio-tech service industry. The bio-tech pharmaceutical industry continues restructuring due to the global economy. For reducing R&D costs and increasing R&D efficiency, the contract research organization (CRO) is emerged. Outsourcing is the strategy that companies use it frequently. It brings not only revenue but also risks to companies. In bio-tech pharmaceutical industry, companies invest a lot of time and money in new drug development. The bio-tech pharmaceutical companies outsource the R&D processes to CROs and also transfer the risks of outsourcing to CROs. This study wants to discuss the role of CROs in the bio-tech service industry and the risks of R&D processes outsourcing from service providers’ perspectives. Firstly, the methodology of this study is modified Delphi method to obtain the risk factors and problems of developing CROs and to understand the different perspectives after doing comprehensive literatures review. After summarizing the different perspectives, this study will adopt Analytic Hierarchy Process (AHP) to analyze the relative weight of risk factors. There are twelve questionnaires were distributed in modified Delphi method. Totally there are ten modified questionnaires used to select risk and failure factors and get fifteen risk and failure factors among three risk categories that are applied into the structure of AHP and designed AHP questionnaire to do industrial investigation. The results of AHP are that the project specific risk is the most important category, and then is financial risk category, finally is relationship specific risk. For new drug discovering CROs, the most relative important factor is project characteristic risks, and then is improper relationship management, finally is contract price risks. For pre-clinical CROs, the most relative important factor is lack of project management techniques and capacity, and then is improper relationship management, finally is lack of working capital.
