Summary:碩士 === 國立政治大學 === 政治研究所 === 98 === This article is a comparison of genocides under Hitler and Stalin regimes. Both regimes has a goal to establish a new order and tries to correct to false of human nature, which resulted in a mean of mass killing. In the article these genocides are compared in several dimensions: the background of the totalitarian leader before they came to power, the basic theory on races, and the fact of history and the genocides. The four means of adjusting population to fit the Lebensraum is introduced under the chapter of National Socialism, and used to examine the genocides of Hitler and Stalin regimes. In the last part of the article, the reason and the cause of the genocides has been examined and a conclusion of how to prevent future possible genocides has been made.
