Cities consume over two-thirds of the world’s energy and account for more than 70 % of global CO2 emissions, and furthermore cities have the actual authority to reduce greenhouse gas emission. New York city announced PLANYC in 2007, this is the first carbon reduce plan designed by city government in America. PLANYC includes many departments, not only land use, traffic, but also water resources, air pollution, and climate change.
