In addition to the access through the Admission by Registration and Placement, students can select the universities (or colleges) and departments they want through the access of College Admission by Recommendation and Screening according to their interests and performances at high school. College Admission by Recommendation and Screening is one of the accesses among Multiple Entrance Program. Each technological university establishes its own selection criteria in the light of the features of university and its departments. In view of this, students recommended by high school who are qualified for their selection criteria have to take part in the selection held by joint examination committee and each university. The feature of Admission by Recommendation and Screening is displayed in students’ given score points which is adopted from Joint Entrance Examination for Four-Year Institute of Technology & Two-Year Junior College. It can be in pair with many different combinations such as application documents, interview, practical field test, or written examination, etc. The study seeks out the evaluating factors in high school’s counseling students in taking part of College Admission by Recommendation and Screening by literature review, multiple enrollment accesses, and viewpoints from high school counseling offices, homeroom teachers, and experts. Then, the analytic hierarchy process model is built and the weights of evaluating factor are determined by pairwise comparisons. Finally, the weights of factors are ranked to get their priorities. Based on the priorities, the critical factors in high school’s counseling students in taking part of College Admission by Recommendation and Screening are proposed. According to this study, among the five aspects in the second hierarchy process model, “recruitment school learning environment” is the most valued aspect in the experts’ point of view. On the fact of it, high quality learning environment has become the critical factor in running a successful technological university in the present situation of Taiwanese education. Moreover, among the 24 Appraisal factors in the third hierarchy process model, “graduate field appraisal” is most valued in appraisal factors. This reflects one of the goals that is being emphasized by Technological and Vocational Education that in order to promote students’ competitiveness in job market, “work place performance and field appraisal of graduates” in the targeted technological university has become the most important reference in high schools’ guidance in College Admission by Recommendation and Screening.
