Also, under the supervision of “Double Subordination,” the government employee ethics officers face the role conflict between the instruction of the head from accredited institution, camaraderie, and their works of anti-corruption, of which the organization culture, conflict, and effect are manifested. Therefore, based on the result of this report, it offers suggestions toward the improvement on government employee ethics affairs, function in organization and design dealing with the specialties in local governments, which in order to provide a reference for governmental transformation. The research indicates that, for the local government employee ethics officers there is a great gap between their work stances and their wishes nowadays. Besides, it results in role conflict owing to the different focuses on occupational activities between superior government employee ethics units and the heads of accredited institutions, the shortage of manpower and the limitation of investigation power. In this research we find out the local government employee ethics officers, who age 31-40, serve 2-5 years and orient from the government employee ethics training class, show lower organization effect but higher organization conflict under the supervision of double Subordination enacted by ‘Act of the Establishment of the Government Employee Ethics Units and Officers‘. In order to promote the organization effect of local government employee ethics officers, it should have substantial manpower in the organization. Besides, it also has to think highly of educational training, strengthen the organization identification of government employee ethics officers, rebuild the organization culture, and remove the outmoded government employee ethics affairs. Furthermore, for the purpose of achieving the effects of anti-corruption, the authorities concerned should make organizational reforms in solid subordination and independence. They also have to authorize the power of judicial investigation by enacting “Act of the government employee ethics’ duties enforcement” and construct the platform to cooperate and coordinate with the prosecution and investigation organizations.
