The Taiwanese government responds other countries is that the Government Reform Committee of Taiwanese government plans the program of flexible use of government manpower, and the third sub-program is the program of contract manpower employment institution and it is about that the Taiwanese government will hires the contract manpower expanded and the contract manpower employment institutional is a important issue of permanent official reformation in Taiwan. On that account, it is necessity to research the issue of the contract manpower in Taiwan.In order to understanding the management of the contract manpower governmental institutes in Taiwan, the aim of this research is understanding the management of the contract manpower in the Taoyuan County Government and the researcher focuses on the employment (recruitment and selection), development (training and development, career development management), exerting (performance appraisal), and maintenance (pay and benefit) of the functions of human resource management. the researcher adopts the literature review and in-depth interview to research the management of the contract manpower in the Taoyuan County Government. On the other hand, the researcher also researches the impact of the application of the Labor Standards Act to temporal personnel, and researches the impact in futher that if the Contract-Based Worker Personnel Management Act (draft) is passed the third reading, it will influence the Taoyuan County Government.
