For example: China’s people quit the team to escape, a large number of mainland tourists to Taiwan, Taiwan''s receptionist insufficient, unable to cope with a large number of mainland tourists, and the quality of tourism due to mainland tourists visiting Taiwan for sightseeing greatly descend, management measures can not be done properly and so on. In this paper, literature review and in-depth interview method to analyze the "open mainland Chinese to visit Taiwan for sightseeing," an example of policy implementation, first of all from a perspective of policy implementation, for the central government in the implementation of the policy implementation process, through official statistical data, related literature and interviews, try to analyze mainland Chinese to visit Taiwan for sightseeing in the implementation of the policy, the Taiwan in the policy operation have what deficiencies in place, followed by description of opening mainland to visit Taiwan for sightseeing for the background, process and content to have a preliminary understanding of a policy, the last to be integrated, the final on the study findings proposed suggest.
