The enterprises of Taiwan realized the benefits and necessity of CMMI adoption. However, the growth rates of the enterprises of Taiwan that adopt CMMI slowed down during 2008-2009. Besides, there were lack of the related research about the factors that why Taiwan enterprise do not adopt CMMI. The enterprises of Taiwan cannot cross the CMMI adoption barriers and then affect the adoption intention. The purpose of this research is to explore the key factors that do not adopt CMMI of Taiwan Enterprises. Through the discussion of related research, we summarized the initial factors that enterprises do not adopt CMMI, including the constructs of business organization, industry environment, and the others. We used questionnaires to collect data and used the Structural Equation Model (SEM) to investigate the key factors that do not adopt CMMI. The results showed that the key factors that do not adopt CMMI of Taiwan Enterprises were organizational size, organizational culture, top management support level, adoption time and use other improvement methods. These results can be referred by enterprises that will adopt the CMMI and follow-up researchers.
