One of the most important political views that wins this election is to resume the cross-strait relationship in a short term. By the negotiations between SEF(Straits Exchange Foundation) and ARATS(Association for Relations Across the Taiwan Straits), ‘‘ the third class’’ of mainland tourists finally come to Taiwan under the ardent hope. However, the number of mainland tourists to Taiwan is much lower than expected in the initial stage. Among the reasons, there are technical problems indeed, or other concerns of political aspects and national security, which needs continuous observation. Under globalization, nations must face non-traditional security threats different from traditional ones. And non-traditional security will threaten Taiwan’s national security with risks of globalization. Besides, from the view of political socialization, democratization, soft power, and regions, triggered mainly by the interaction with Mainland China, both sides are undergoing a cultural exchange of tourism, intermarriage, direct links of trade, mail, and air and shipping services, which is of the same language and the same race. So, threat issues such as politics, economics, military, and social psychology are increasing. Furthermore, factors affecting national security are mainly divided into three aspects: domestic situation, international environment, and cross-strait relations. Among them, Mainland China is still the major threat of Taiwan’s national security. Since our government opened up the mainland to visit relatives in 1987, both sides of civil society have exchanged furiously and economic and trade interaction have been frequent. In the meantime, the security issue derived from cross-strait exchanges has been expanding gradually, and the cost of maintaining national security and social order has been raised. Because people of the Mainland Area may infiltrate, disunite, steal secrets, and destroy by the way of visiting Taiwan, which may impact not only on social security, but also affect cross-strait development. Above activities may lead to increase the level of non-traditional security threats. When national security is involved, its importance is absolutely not lessened than the military security. Therefore, this thesis studies the influence on national security brought by mainland tourists to Taiwan and I hope the personal opinion provided in this article can be served as references for relevant governing authority, experts, and scholars who are interested in national security and to review, arrange and investigate this topic by this article.
