However, it is unable to get to know the characteristics of various types of community development due to the lack of a more objective classification. This study attempts to categorize community development into three stages of beginning, advanced and mature, and introduces three-establishment concept of human establishment, landscape establishment and property establishment. Each stage divides into five dimensions of human, culture, land, landscape and property. Incorporating three main types of community development and conducting indicator studies towards three types of communities in order to explore key critical internal factors and external factors of community development. In addition, using a simple system analysis related associates (Simple Analysis of Related System; SARS) to estimate the preference structure of the index (weight) from community development experts as well as analyze the characteristics of three types of community development so that related community development personnel can base those analyses as developing strategies of community development. The study results are as follows: 1. From the five dimensions, human, culture, land, landscape, property of three stages, "human" is the number one of ranking of preference structure from majority of community development experts. 2. The first stage is emerging community: the number one of ranking of internal indicator is the leadership of community elite of human dimension. The number one of ranking of external indicator are the "administrative efficiency of the public sector" and the influence of extrinsic funds of property dimension. 3. The second stage is community with developed organization: the number one of ranking of internal indicator is the level of community autonomy of human dimension. . The number one of ranking of external indicator are "having external channels of communication" of human dimension and the "continuing community empowerment of culture dimension. 4. The third stage is sustainable community: the number one of ranking of internal indicator is the level of community autonomy of human dimension. . The number one of ranking of external indicator are "the system of partnership establishment" of human dimension and the "continuing community empowerment of culture dimension. 5.
