It has also threatened to the survival of many spices even human beings. In such circumstances, we have to pay more attention to the maintenance of environment resources. This study takes water resource maintenance as research scope for building ecological city. I design an evaluation system for water resource maintenance.  I take advantage of the theory of institution evolution. This study investigates the gap existing between ideal of eco-city and the stakeholder reality. By selecting suitable management tools, such as financial incentives, education, prohibition and punishment measures, the stakeholder might change their behavior from a reality one toward an ideal one. Then, we hope urban development pattern in the future could turn to be more consistent with the ideal of ecological city.  In this study, there are six evaluation indicators for water resource maintenance. Three urban development patterns are selected for evaluation, those are high-rise pattern, compact pattern, and sprawl pattern. I use AHP to evaluate an ideal eco-city, and use descriptive statistical method to understand the reality of stakeholder. In this study, An-Nan District of Tainan City in Taiwan is the study area, and I analyze what are the suitable management tools or measures for changing people’s choosing behavior from sprawl toward high-rise development patterns.
