Summary: | 碩士 === 立德大學 === 資產管理與城市規劃學系 === 98 === In recent years, the trend of environmental conscious makes citizens and the government dedicated to promote the concept of sustainable development. Therefore, strategies for sustainable transportation systems have received much attention. Some government policies emphasize on promoting public transportation system such as bus lanes, free holiday city bus, discount for bus transferring to rail transit system, etc. Public transportation system is attributed as public services industry. Previous literature about performance evaluation for public transportation organizations mostly considered cost-related and benefit-related criteria to construct a quantified evaluation process. However, public transportation system is mostly consistent with sustainable transportation. If the performance evaluation for public transportation is merely based on cost efficiency and cost effectiveness criteria, it might fail to encourage citizens’ emphasis on issues about sustainable environment. Therefore, it is important to incorporate criteria about sustainable environment into performance evaluation for public transportation.
This study constructs a performance evaluation framework incorporating sustainable environmental concept in terms of economic, environment and social dimensions. Furthermore, experts’ opinions such as scholars, public transportation authorities and personnel of bus companies are collected by applying the Delphi method for determining performance evaluation criteria. Then, a method of Analytic Network Process (ANP) is applied to design an expertise questionnaire for scholars, public transportation authorities and bus companies and then to analyze the weights for evaluation criteria. Finally, this study takes example by Kaohsiung city bus lines to collect quantified data and to design passenger questionnaire for collecting qualitative data to perform bus lines performance evaluation.
The results showed that the criteria weights evaluated by scholars, public transportation authorities and personnel of bus companies are ranked as (1) cost per vehicle km (0.295), (2) fuel consumption per vehicle km (0.228) and (3) frequency of service in remote areas (0.145) for the first three criteria. The results also reveal that scholars, public transportation authorities and personnel of bus companies more emphasize on the cost per vehicle km. Moreover, the results of passengers questionnaire show that the performance values of the seven bus lines are ranked as China Line (3.966), 245 Road (3.63), 248 Road (3.4284), 218 Road (3.3133), 217 Road (3.3101), 219 Road (3.2605) and 301 Lu (3.2543).
