In the study, we demonstrated through game theory analysis, "preferential policies preference type" and "environmental preference type" two different types of foreign direct investment. "Environmental Preference," Foreign-invested enterprises are often to Europe and the United States and other developed countries as a first choice for multinational investment, pay more attention to the host country's investment environment. "Preferential policies preference type" of foreign-invested enterprises in developing countries are often the major investment areas first choice. Relative with the "Environmental Preference" enterprises, such enterprises are more interested in the host country's incentives.
