Foreign Direct Investment in China's implementation of the strategy, the inevitable and the host government repeated game. From the game point of view, Foreign Direct Investment in China's strategic decision-making game with the host country after the formation of equilibrium. In the study, we demonstrated through game theory analysis, "preferential policies preference type" and "environmental preference type" two different types of foreign direct investment. "Environmental Preference," Foreign-invested enterprises are often to Europe and the United States and other developed countries as a first choice for multinational investment, pay more attention to the host country's investment environment. "Preferential policies preference type" of foreign-invested enterprises in developing countries are often the major investment areas first choice. Relative with the "Environmental Preference" enterprises, such enterprises are more interested in the host country's incentives.
