Summary: | 碩士 === 龍華科技大學 === 商學與管理研究所 === 98 === The paper reports a study on the observation and reflection of a practical experience. By the means of a critical concept of a "representative observation," this practical experience was examined and the need for a rigorous and objective definition is discussed in the light of the impact on the nature, contextual features, and culture, which resulted from the rapid development for tourism. As a result of the authorized top-down tourism policy from the local government, forced acceptance and involvement has long been the only way the conservative residents participating in the regional development.
As long as the planner of the community building advocated a bottom-up policy, the silent residents were encouraged and aspired to join the public affairs and activities. In the meantime, however, a variety of regional organizations were emerged from different political parties. Their involvement in the process of the community building made the great conflict, contradiction, and compromise among different facets, such as local government versus residents, and experts as well as vision versus action strategies.
Based on the forementioned practical experience in the case of Shimen, Taipei County, the purpose of the study is aimed to investigate the difference between planning and implementation of community building. Moreover, the change and modification generated from the practical experience cam be referenced to similar community building in the future.
