It is undeniable truth that squatter houses are as tumors of city; not only do they damage city beauty but influence the sanitation and safety. The possible factors include multi-dimensions, such as politics, economics, society, culture, law, scenery, city image, architecture and urban planning. Taiwan is highly urbanization featuring crowdedness, limited land resources and high housing prices in metropolitan areas. The public usually consider building squatter houses to meet their needs of space. The government in Taiwan can only take passive actions, such as inspection and reporting and demolishing enforcement, to control the problem of squatter houses. However, in the situation of limited budgets and manpower shortage, the growth speed of building squatter houses is relatively faster than that of demolishing, resulting in unbalanced environment and threat to public safety.
Based on the relevant literature on squatter houses, the study applies the “Theory of Planned Behavior” with AMOS and SPSS to analyze the “behavior intention of the public building squatter houses” and point out the factors. With an objective perspective, it is examined by questionnaire to discuss the behaviors of building squatter houses from three dimensions - “Attitude,” “Subject Norm” and “Perceived Behavioral Control” and propose the theory model of “Behavior Intentions of Building Squatter Houses” for the understanding of the factor impacts. Moreover, the study results can reflect the thinking dimensions of decisions on building squatter houses as reference of solutions for the government.
The results show “Attitude” is a significant factor reflecting that the public believe it is beneficial and important motivational attitude to build squatter houses, while “Subgroups” of “Subject Norm” and “Self-ability” toward “Perceived Behavioral Control” is not significant. The other factors in each dimension are significant, reflecting that the public make decisions in accordance with relevant powerful people as well as positive power resulting from behavior intention. People with stronger perceived behavioral control have more recourses and power, so they have higher intention to execute the action.
