In the condition that business guarantees the same level quality, how to shorten the project time, cut back cost and appropriately use resources is the crucial issue of enhancing business competition. Regarding this, project management plays a very important role. This study aims mainly, through plant building planning, to discuss how to program well the best practice project. From project inception, via planning, implementing, controlling till project closing, project management measure was introduced step by step, which may provide a complete project framework. There are five major steps, i.e., 1.Defining the project tasks, 2.Implementing the project planning, 3.Allocating the project resources, 4.Doing the project and controlling the schedule, and 5.Managing the project earned value. The current research uses case company, i.e., E high-tech co., to carry out new plant building planning. We discuss the relationship between schedule and cost controlling to attain the best practice goal with respect to schedule and cost management for specific project. Via the project implementation, in addition to the effective use of milestone and sufficient and correct monitoring of information, earned value management analysis can be well done. Accordingly, the finished part of the project can be examined and discussed to find out the difference between actual and planned progress and cost. As such, it also can further predict the schedule and cost of the unfinished part of the project, which can further be controlled and improved to ensure that project planned goal be achieved. This study uses the method of project case study analysis, by employing Microsoft Project 2007 software, to analyze and plan the project and individual tasks concerning the time, resources, costs. In addition to time, resources and costs-related charts, the major results are project Gantt chart, PERT network chart, and visual graph report and general report, as well as tracing Gantt chart to trace whether the project is carried out as scheduled. It reveals that, via project case analysis, with specific project resources, time and cost have significantly improved.
