Theoretically, the information technology can accelerate the working flow of the business operation, realize the enterprise response ability in real-time, achieve the human labor reduction and improve the operational performance. However, in the current practical applications, it still lacks a set of effective methods, so the business won’t get better performance even if it has put a huge amount of funds into information system. Therefore, this study, by integrating the concepts of business flow analysis, system development architecture and program building, proposes the information system development architecture for the labor dispatching management based on the rationalization design, which is the key work flow of the cleaning services. Then it combines with case discussion to illustrate how to make pre-analysis for rationalization, and to complete the planning and building of the information system based on the analysis results. Moreover, for the system assistance in the decision-making, it builds a set of dispatching rules based on the human dispatching experience, and then makes logicization and computation for them. Finally, it achieves the goal of efficiency improvement by solving the practical issues for some real cases, which provides reference for the future practitioners in importing the information system. As a whole, the achievements of this study can be divided into the following: (1) It proposes the information system development architecture for the labor dispatching management based on the rationalization design. (2) It puts forwards the concept of business flow analysis. (3) It builds a set of dispatching rules, which are applicable to the corporations. (4) It completes the initial system development. (5) Through the business informationization, it accelerates the working flow. (6) It takes the flow rationalization analysis as the basis to make system planning, which meets the enterprise demands and improve the usability of the system better.
