Since WHO decided to develop mutual urban health and promote Healthy City Project officially in 11 European cities in Lisbon Meeting, 1986, more than 4,000 cities have joined in the activity. In order to raise the living quality of Taipei citizens and promote their health, the city government had announced that the year, 2002, would be the first year of “Healthy City, Taipei.” Since Daan District is one of the best residing areas in Taipei, the author will analyze how the policy is implemented in this place from the perspective of constructivism. The study will discuss healthy city policies based on the domestic implementation, literature review and other predecessors’ study results. Moreover, the study will focus on the implementation of healthy city policy as well as Healthy City, Daan District from the perspective of constructiveness. The policy will be discussed with literature analysis and in-depth interview while the implementation part involves Bureau of Health Promotion of the Executive Yuan, Dept. of Health of Taipei City Government, Daan District Health Center, the community, Non-Profit Organization(NPO) and the general public. Therefore, the interview is conducted in accordance with the above categories so as to have a better understanding of the implementation. The conclusion of the study is as follows: I. Healthy City is developed mutually. II. It is an expression of a civil society. III. People is the root of every issue. According to the conclusion above, the study then give suggestions to the following relevant objects. I. The government should establish a partnership with the community and react actively to the change in personnel. II.
