In order to provide education for the children of Taiwan businessmen who work and live in Fujian, China, the Kinmen county government announced “The Study in Kinmen for children of Taiwan businessmen” in the year 2002. This research is the policy review of “The Study in Kinmen for children of Taiwan businessmen.” This research uses content analysis to understand the basic characteristics of the children of Taiwan businessmen who study in Kinmen; it also uses intensive interviews to understand how they have adapted to life in Kinmen. Policy suggestions follow a summary of the results of the study and experts interviews. The results show that Kinmen with normalized and simple education, the same materials with Taiwan education, so students do well in their studies and life adaptation. Studying in Kinmen can cultivate their self-management and independent personalities. However, transportation between Kinmen and Xiamen is not so convient, enrollment insufficient, with low education competitiveness, colleges and universities are inadequate, which are the reasons that the number of children of Taiwan businessmen to study in Kinmen is unable to break through. The suggestions of this research is that the relevant government departments need to pay more attention to enrollment propaganda, enhanced study and career planning for the children of Taiwanese businessmen, the link to Taiwan’s education, and encouragement of public praise of studying in Kinmen in order to attract children of Taiwanese businessmen to come to Kinmen to study.
