According to the literature review, the researcher listed the evaluation indexes. The samples in this study were 42 formal special education teachers who have worked for at least five years. With the use of EXPERT CHOICE 2000, the researcher utilized AHP (Analytic Hierarchy process) to design the scales and analyze the data in this research. After computing the weight of each design index, the evaluation indexes were ranked by weight. The results of the study will be presented as follows. First, among the first layer of indexes, ‘usefulness’ is the most important one (weight = 0.573), which indicates that usefulness should be the most important condition when designing the user interface in the websites of special education courseware. Moreover, the quality of the sharing courseware is the part which users care about most. Second, the top ten indexes in the third layer of indexes are Preview, Opening Program, Introduction, Editor Online, SCORM-compliant, Category, the Correctness of Hyperlink, Easy Reversal, the Title of Web Page, Search Engine and Instruction. It is recommended that designers who will design the websites of special education teaching material could consider the above-mentioned indexes. Third, weight of ‘the Motivation of Courseware Sharing’ is 0.161, which reveals that the users of websites are not very willing to share their courseware. As a result, it is suggested that people who are responsible for developing the websites could think of some methods to increase users’ motivation to share their courseware.
