Supporting people consider it is the language learning golden period for children in early age, which English learning should start earlier. On the opposite side, people suggest it causes concept confusion by learning more than two languages, which children may know but are not profession in each language. Full English learning environment also cause the culture crisis and less self-identification. Government’s open attitude and policy toward early English language education give too many spaces for education institutions to predict and develop that blur the education objects and topics. Therefore, it is still waiting for government to be the leading head, which the learning strategy should follow the languages by order – mother tongue, official language then other languages, or decide by parents based on children’s talent, ability and parents’ financial conditions.
Early English learning can be done, but cannot “change the position of the host and the guest”, which above all other education to become the main theme. In the 9-year compulsory education, English education is highly highlighted, which motives many public and private education institutions. The quality and quantity change dramatically under bilingual or single language education environment. Some people believe the myth of early education, whereas others support education in the right age. However, the policy, environment, subjective conditions and objective conditions are considerably being ignored. There are still some institutions combine the language together with environment, which provide greater education effort toward students. Wenzao Ursuline College of Languages has routine opened English language camp for new students even it is a higher education institution.
Improving the teaching qualification is important. Standard test must develop in choosing, training and using teachers. Current teaching resources is less quality and lack of relevant support, which cause worries for parents and professionals. Current early education environment may cause more worries rather than advantages. Teaching resources are lack of training, certification and quality control. Some teachers are insufficient with language ability including accent, grammar and language knowledge in use. Moreover, many teachers are completely inadequate with language teaching knowledge and children psychology. Relying on foreign English teachers without certification is also a problem, which is hard to determine their professional abilities. Their personal characters may cause a problem too. Children may highly possible to learn wrong learning methods and acts, which cause future learning difficulties. Second, learning accompanies with pressures. Too many pressures from learning, which children mentally refuse to learn English. Their English ability remain in elementary or junior high school year without continuing. How to connect to the international and world village for our civilians and children, education strategies still need a complete set of measures.
This thesis is conducted with different family background, education level, identity and occupation. Through the understanding toward early education execution and government policies, it helps to proof the possibility and adequate value toward English learning golden period for early or right age children. This thesis is expected to provide an evaluation for our decision makers.
