Since employers’ safety leadership can have an important impact on the reduction of occupational accidents, the concept and content of the leadership should be concerned. The objective of this study is to develop an employer safety leadership scale (ESLS) for the telecoms industry, and to explore the interactive effects of organizational and individual factors on safety leadership. A questionnaire survey was carried out, on 1,200 randomly selected telecoms workers, 939 were valid (response rate = 78.25%). Firstly, an exploratory factor analysis finds three factors in the employer safety leadership scale: safety caring, safety coaching and safety controlling. Secondly, a confirmatory factor analysis is used to verify the model. The model is acceptable after slight modification, producing a reliable and valid scale for measuring employer safety leadership. Thirdly, a two-way MANOVA was conducted. The results show interaction effects on safety leadership between (a) group nature and employees’ gender; and (b) group nature and employees’ age group; and (c) group size and employees’ age group. Therefore, whether or not individual perception of safety leadership differs must be determined by the organizational factors. The author suggests safety leaders may concern these interactive effects to demonstrate quality safety leadership, and then outstanding safety performance will be achieved.
