碩士 === 華梵大學 === 資訊管理學系碩士班 === 98 === Taiwan is located at the key position of west pacific island chain with the geological advantage of controlling the west pacific air ways. The traffic control is affected by airspace complexity, multiple authority agents, high airway density, and potential military threats within Taiwan FIR(Flight Information Region). This thesis proposes the study of “Integration of Taiwan Military/Civil-aviation Air Control Mechanism” to solve the long-term air traffic control problems. The integration involved with two ministries of Administrative Yuan and therefore encountered lots of complicated difficulties. This thesis collected world-wide air traffic control operatingmodel and conducted expert interview to find out the problems and affecting factors for the integration, then used the AHP(Analytical Hierarchy Process) to analyze the links between those affecting factors, and proving the result correctness of military/civil-aviation air control mechanism integration.
