Combining extracted indexes with analytic network process (ANP), this research also establishes 4 evaluation aspects, 12 evaluation indexes, and 3 manpower inventory alternatives. The manpower inventory evaluation scheme of company A starts according to the structural evaluation, and that is to select a better alternative from the company-wide manpower inventory, departmental manpower inventory, and specific-position manpower inventory to proceed the manpower inventory of company A. According to the research results, company A considers that the aspect of the internal flow is superior to the customer aspect under 4 evaluation aspects, enhancing productivity and decreasing return rate is superior to the other evaluation indexes for the importance of evaluation indexes, and using the departmental manpower inventory is better than other schemes in the aspect of the proper manpower inventory. This research brings up an idea to combine BSC with ANP and applies them into practice to provide a total solution of some un-quantified data or some imprecise values, especially in solving those decision making situations which are not able to be quantified objectively.
