This thesis is a steppingstone to understanding the utilization of soft power in U.S. foreign policy. American soft power has recently been in decline, however public diplomacy as a key instrument of soft power fulfilled during the Cold War decades. The United States Information Agency is an important element of American public diplomacy. A historical case study of the United States Information Agency was created in 1953 to tell America’s story to the world. The mission of the United States of Information Agency explained the objectives and policies of the Government of the United States to foreign people. United States Information Agency engaged in international information, broadcasting, culture and education exchange program, then it became an essential element of American public diplomacy during the Cold War.
