The study population is the military personnel working across the Ministry of National Defense, including the military administration unit, commands and the subordinate special task forces. Stratifies sampling is applied when choosing the sample. The questionnaires are distributed in the middle of December, 2009 and collected in the end of March, 2010. The number of the distributed ques-tionnaires is 210 and the number of the returned ones is 200, in which 199 are valid. Therefore, the return rate is 95.24% and the valid return rate is 94.76%. Variation analysis and multiple regression analysis are used to analyze the returned question-naires and produce the result. The result is shown below; (1) The relevant coefficient of gender, age, military training, the ways the military personnel enter the service, the birth place of the interviewees’ father, hierarchy, working place, the content of the interviewees’ work and their household income have achieved prominent level when referring to the interviewees’ political par-ticipation. (2) The relevant coefficient of the interviewees’ approach to participate the political affairs, their feel of political effectiveness and political isolation have achieved prominent level when referring to the interviewees’ political participation. (3) Gender, the birth place of the interviewees’ father and the working place are the variables that influence the recognition of political participation of those who work in the military policy making unit. (4) The military personnel working in the policy making unit represent high political alienation, especially their political isolation and, though a bit weaker, their po-litical powerlessness.
